What does Section 59 of Partnership Act, 1932 say?

If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order, make such provisions or give such directions as may be necessary for removing the difficulty. Such order shall be laid before both Houses of Parliament.
