The Collector shall be the proper officer for the purposes of this Act, and shall be responsible for the collection of the stamp duties and fees imposed by this Act. He shall also be responsible for the issue of stamps and the supply of stamp papers. The Collector shall keep a register of all stamps issued and of all stamp papers supplied, and shall make a return to the Government of all moneys received by him under this Act.
