Where any document required to be registered under section 17 is presented for registration after the period prescribed for its registration has expired, the registrar shall, on payment of the fee prescribed, register the document, and shall also enter in the register and in the index a note of the date on which the document was registered, and shall also enter in the index a note of the date on which the document was presented for registration.
