What does Section 19 of TPA say?

Where a contract is made with a person competent to transfer ownership in immovable property for the transfer of such property, and the property is in existence at the time of the contract, and the contract is intended to be a contract of mortgage, then, if the contract is not registered, the mortgage shall be void, and if the contract is registered, the mortgage shall be binding upon the parties thereto.
