What does Section 17 of Specific Relief Act, 1963 say?

Where any contract is for personal service, the court may, in its discretion, refuse to grant a decree for specific performance of that contract, notwithstanding that the party against whom the decree is sought has refused or neglected to perform or has broken any promise of performance in the contract.
