What does Section 51 of Registration Act, 1908 say?

Every document relating to any immovable property situate within a district shall be registered in that district, and every document which cannot be so registered shall be registered in the district where the party executing it or his agent duly authorised in this behalf to execute the same resides, or carries on, or last carried on, business or personally works for gain.
