The registrar may, at any time, call for any document which has not been registered within the prescribed period, and if the document is not produced within a period of six months from the date of the call, the registrar may, on payment of the fee prescribed, register the document, and the registration shall be deemed to have taken place on the date on which the document would have been registered if it had been presented within the prescribed period.
