Where any document required to be registered under section 17 is presented for registration after the period prescribed for its registration has expired, and the party presenting it has been convicted of an offence under section 118, and the document is a conveyance, the registrar shall, on payment of the fee prescribed, register the document, and shall, on the registration, deliver to the person presenting it a certificate of registration in the form prescribed.
