A 'valuable security' means a security which is, or purports to be, made to pay any sum of money, either to bearer or to any person named, with or without his indorsement, or to the order of any person named, with or without his indorsement, or which is, or purports to be, an order for the payment of any sum of money, either to bearer or to any person named, with or without his indorsement, or to the order of any person named, with or without his indorsement, and includes a cheque, and a promissory note, but does not include a bill of exchange.
