The Central Government may, by notification in the Official Gazette, confer on any officer or class of officers of the Government of India, powers to investigate into offences committed outside India, and to arrest and detain persons who have committed such offences, and such officers shall have all the powers and immunities of police officers of the like rank in the area in which they are for the time being, and shall be subject to the same authorities and control as the police officers of that area.
