A person is said to 'counterfeit' who makes or alters any instrument, stamp, or coin, with intent to cause it to be believed that the thing made or altered is a genuine instrument, stamp, or coin issued or authorized by public authority, or who makes any false or altered instrument, stamp, or coin, with intent to cause it to be believed that it is a genuine instrument, stamp, or coin of a foreign country or a bank note or other instrument issued by a bank or a letter of credit or other instrument issued by a merchant.
