If the Central Government is satisfied that the Registrar has persistently failed to comply with the directions given by the Central Government under section 91 or has failed to discharge the functions imposed upon him by or under this Act, the Central Government may, by order, supersede the Registrar and appoint a person to be the Administrator of the Registrar for such period as may be specified in the order.
