If, at any time, the Central Government is of the opinion— (a) that on account of circumstances existing in any State or part of a State, it is necessary or expedient so to do in the public interest; or (b) that a Regional Director has persistently made default in the performance of the functions imposed on him by or under this Act or has failed to comply with any directions issued by the Central Government under section 441, the Central Government may, by order, supersede the Regional Director for such period, not exceeding six months, as may be specified in the order.
