The Central Government may, if it is of opinion that it is necessary to do so for the better discharge of its functions under this Act, direct the Registrar to cause an investigation to be made into the affairs of any company, and the Registrar shall, on receipt of such direction, cause an investigation to be made in accordance therewith.
