If, at any time, the Central Government is of the opinion that the Registrar has persistently failed to comply with the directions given by it under this Act or has been guilty of wilful default in the discharge of his duties, the Central Government may, by order, supersede the Registrar and appoint a person to be the Registrar for such period as may be specified in the order.
