The arbitral tribunal may rule on its own jurisdiction, and the parties shall be given an opportunity to be heard on the matter. The arbitral tribunal may rule that it has jurisdiction, or that it has no jurisdiction, or that it has limited jurisdiction. The arbitral tribunal shall give its reasons for the ruling. The ruling of the arbitral tribunal on its own jurisdiction shall be final and binding on the parties.
