The Collector may, with the previous sanction of the State Government, compound any offence punishable under this Act for a sum not exceeding one hundred rupees. The Collector shall, before compounding any offence, give the person charged with the offence an opportunity of showing cause why the offence should not be compounded. The Collector shall also take into account the circumstances of the case and the amount of the fine that would be imposed if the offence were to be tried.
