What does Section 6 of Stamp Act, 1899 say?

The Collector shall be responsible for the collection of stamp duties and fees under this Act. He shall also be responsible for the maintenance of records and accounts of the collections made by him. The Collector shall also be responsible for the distribution of the collections made by him to the Government. The Collector shall also be responsible for the enforcement of the provisions of this Act and the rules made thereunder.
