What does Section 15 of Stamp Act, 1899 say?

The Government may, by notification in the Official Gazette, make rules for the purpose of carrying into effect the provisions of this Act. Such rules may provide for the manner in which the stamp duties and fees imposed by this Act shall be paid, and for the issue of stamps and the supply of stamp papers.
