What does Section 23 of Specific Relief Act, 1963 say?

Where any contract is for the sale of immovable property, the court shall not grant a decree for specific performance of that contract, unless the buyer has paid a sum which shall be stipulated by the decree, or where no sum is stipulated, unless the buyer has paid at least one-fourth part of the price of such property.
