What does Section 13 of Specific Relief Act, 1963 say?

Where any contract is for the sale of immovable property, the court shall not order the specific performance of such contract unless it is satisfied that the party against whom the order is sought has refused or neglected to perform or has broken a promise to perform the contract, and that such refusal or neglect or breach of promise has been without reasonable cause.
