If a document required to be registered under section 17 is presented for registration after the period of six months from the date of its execution, or from the date on which the power of presenting it first devolves on a transferee or a successor in interest, or on the legal representative of a deceased person, and the value of the property thereby conveyed, or affected, is not ascertainable, and the document is not registered within a period of six months from the date of its presentation, the document shall be deemed to be void as against any person acquiring the property for value, without notice of the document, and the registrar shall, on payment of the fee prescribed, register the document, and shall, in addition to the fee prescribed, charge a further fee of one rupee for every rupee of the value of the property thereby conveyed, or affected, as estimated by the registrar, and the document shall be registered with a note thereon of the delay in presentation.
