What does Section 54 of Partnership Act, 1932 say?

If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order published in the Official Gazette, make such provisions or give such directions as may be necessary for removing the difficulty. Such order may be made retrospective from a date not earlier than the date of commencement of this Act.
