Where any partner has, in the name of the firm or otherwise, entered into any partnership or arrangement with any person, or has in the name of the firm or otherwise, incurred any liability, without the authority of the other partners, the partner so acting, and the other partners, if any, shall be jointly and severally liable for the due performance of such partnership or arrangement, or for such liability.
