What does Section 93 of Companies Act say?

If the Central Government considers it necessary or expedient so to do for the better discharge of its functions or for the purpose of giving effect to the provisions of this Act, it may, by order, direct the Registrar to make an inquiry in respect of any matter dealt with in this Act.
