The Central Government may, if it considers necessary or expedient so to do for the better discharge of its functions under this Act, issue directions to the Registrar and the Regional Directors as to the manner in which the functions under this Act are to be discharged and the manner in which the powers under this Act are to be exercised and such directions when issued to the Registrar or the Regional Directors shall be complied with by him.
