What does Section 347 of Companies Act say?

If the Central Government has reasonable cause to believe that a company is being or has been associated with the promotion or management of any other company which has committed or is committing a fraud on its members or creditors, or where it is necessary to investigate the affairs of a company, it may, by order, direct an investigation to be made by a person appointed by it in this behalf.
