What does Section 223 of Companies Act say?

The Central Government may, if it considers necessary so to do, direct the Registrar to make an inquiry in relation to any matter dealt with in this Act, and the Registrar shall, for the purpose of such inquiry, have the same powers as the Tribunal has been conferred under this Act.
