Every company not having a share capital shall, within thirty days from the date of creation of a charge, register the charge in the manner provided in section 198 and file a notice in the prescribed form with the Registrar, containing the particulars of the charge, and the Registrar shall, on receipt of such notice, enter the particulars of the charge in the register of charges maintained by him.
