Where, in a domestic arbitration any of the parties to the arbitration agreement so requests, the arbitral tribunal shall appoint an umpire after the expiry of the period allowed for making the award and, if any award is made, notwithstanding the making of the award, the arbitral tribunal shall appoint an umpire.
